According to the NOAA, California Precipitation for Apr 2016 to Mar 2017 is the 5th highest.
It must be “Global Warming” …. which causes both rain and no rain …

It surely isn’t due to El Niño — that ended in Feb ’16, long before the current water year and near record wet winter began. So the experts need to come up with some other explanation for what we’re seeing, other than ‘climate change’ since that’s been disproven as a cause for either/or.
